Alabama lawmakers have introduced a comprehensive gambling bill that would legalize both a state lottery and casinos
"We believe the people deserve a voice on this issue," said Republican Andy Whit, who is leading the initiative to open casinos and a lottery in the state.
The gambling bill currently has the support of Republican Governor Kay Ivey. However, it is among several contentious measures introduced at the start of the legislative session. One committee has proposed making the return of someone else's absentee ballot a crime. Republican supporters have stated that they want to implement this restriction ahead of the presidential election in November.
The gambling proposal was put forward on Wednesday, with supporters indicating that it could be brought to a vote in committee and the House of Representatives as early as next week, depending on the level of support. Proponents among the Republicans will need to rally votes from their ranks, as well as secure backing from a significant number of Democrats.
"We are moving in the right direction," said Republican representative Chris Blackshear, who will sponsor the bill in an effort to secure the necessary 63 votes for its passage in the Republican-dominated House.
Supporters of the bill view it as a way to combat electronic gaming machines that have emerged in stores and small gambling halls. The region has been embroiled in a lengthy legal battle over the closure of bingo machines. The Poarch Creek tribe, which is not under state jurisdiction, operates three such venues with installed machines.
The proposed constitutional amendment would allow for the establishment of a state lottery, the opening of seven new casinos, and sports betting operations. It would also empower the governor to negotiate a compact with the Poarch Creek tribe, enabling them to offer casino games at their three existing locations. Additionally, they would be permitted to open new venues in northern Alabama, attracting customers from Tennessee and Georgia.
Lottery revenues would be directed toward educational programs, such as scholarships for community and technical colleges. Tax revenues from casinos and sports betting would go into the general fund, with lawmakers having the discretion to determine how to allocate those funds.
