New York Governor Kathy Hochul has unveiled a budget plan for the 2023 fiscal year amounting to $216 billion, which includes provisions for issuing three new casino licenses in the city. Currently, four gaming operators are active in New York City, with their facilities located in the northern regions of the state. However, Hochul aims to establish three entirely new land-based casinos.
In 2013, New York voters approved the expansion of commercial gambling in the state, paving the way for casino operations. The first four licenses were awarded to online operators, with plans to auction additional licenses seven years later, allowing establishments in the north to launch new facilities. The New York State Gaming Commission is expected to issue a request for proposals for the three new casinos.
Gary Pretlow, a representative of the commission, emphasized the significant financial potential of local gambling: "We can issue licenses this year and generate revenue between $1 billion and $2 billion. This will create more jobs and increase income tax revenues. It's a win-win situation."
Resorts World, one of the operators, stated, "Gambling in New York is full of untapped potential. Hochul's initiative to grant additional casino licenses is a major step toward showcasing the enormous opportunities ahead."
The company added, "If we are granted a full casino license, we will have a unique opportunity to immediately enhance support for the authorities in various ways. We will be able to hire and train hundreds of new union members, generate significant additional revenue for public schools, and stimulate economic activity for local small businesses and communities."
Notably, major operators such as Caesars Entertainment, Bally’s, Las Vegas Sands, and Wynn Resorts have expressed interest in the upcoming bidding process.
