The Swedish National Audit Office (Riksrevisionen) has launched an investigation into the gambling regulator Spelinspektionen. The aim is to assess whether the regulatory body is effectively fulfilling its responsibilities.
The Swedish gambling market underwent significant changes in November 2022, when the Swedish Parliament (Riksdag) mandated that all companies in the B2B casino entertainment sector obtain licenses from Spelinspektionen by July 1, 2023, in order to legalize their operations. Since then, the number of market participants accountable to the Swedish regulator has increased substantially, with approximately 600 license and permit holders currently in operation.
In May 2023, Parliament introduced a series of additional measures aimed at creating a healthier and safer gambling market. These measures include combating manipulation in the sports betting sector and blocking payment services for unlicensed gaming companies.
Riksrevisionen noted that all operators in the country were required to obtain a license when the principles governing the Swedish gambling market were revised in 2019. The objectives of these changes were to restore control over the gambling industry, increase distribution channels, and protect local consumers. The audit office also stated that the legislative changes are relatively new, which means there is a "lack of practice" and, consequently, no prior audits.
The investigation into Spelinspektionen's activities will be conducted in two phases. The first phase involves the development and planning of the audit, while the second phase will focus on the direct collection and analysis of information.
The audit office plans to publish its review of Spelinspektionen's effectiveness in September 2024.
