Finland's state-owned gambling operator Veikkaus has announced a series of changes to its corporate structure in response to the transition of the local gaming industry to a multi-licensing system, set to take effect on January 1, 2026.
Heli Lallukka, Veikkaus' Executive Vice President for Human Resources, described the systemic changes as a significant milestone for the operator. According to the Helsinki Times, the market modification will present both new opportunities and challenges for the current monopoly.
Veikkaus will need to adjust its staffing structure to meet the demands of the transitional period and enhance skills in key operational areas. The company has recently concluded negotiations regarding the roles of 825 employees, aimed at maintaining Veikkaus' position as Finland's leading operator while also fostering competition in the international market.
The restructuring is part of the operator's strategy to attract substantial investments and external expertise. This will enable Veikkaus to respond effectively to the ever-changing conditions and requirements of Finland's future gaming environment, characterized by multiple licensees and intense competition. The company plans to divide its operations into three main sectors: gaming machines, betting and online casinos, and international business.
Reports indicate that the shift to the new gambling system will result in the reduction of approximately 185 to 215 positions at Veikkaus. Additionally, around 110 to 150 employees will face changes to their employment contracts. However, this number is lower than previously anticipated; initial estimates suggested that the operator would need to cut about 240 jobs and amend 195 employment agreements.
Finally, Veikkaus is preparing for market changes by closing Casino Tampere on December 9 and shutting down 19 of its gaming halls on December 22, 2023. Following these closures, the operator aims to be fully prepared for the upcoming market conditions and legislative changes.
