The French National Gambling Authority (ANJ) has released its annual report coinciding with the fifth anniversary of significant reforms in the sector. The document highlights how the market has evolved following the implementation of stringent regulations and the measures being taken to protect casino patrons.
As of the end of 2024, the ANJ noted that licensed operators have increasingly fulfilled their commitments to combat problem gambling and money laundering. These achievements are now documented in the action plans submitted by the operators.
In 2024, the regulator imposed nine sanctions, including hefty fines. One of the most serious cases occurred in January 2025, when a company was fined €800,000 (approximately $850,000) for failing to prevent gambling addiction. ANJ officials described this as "a significant signal for the entire market."
The ANJ is also continuing its efforts to block illegal operators, having restricted access to 1,335 websites over the past year. Additionally, new measures are being introduced, including limitations on financial transactions with illegal platforms.
The report indicates a notable increase in the number of individuals who consciously limit their access to gambling. Since 2021, this figure has more than doubled, rising from 40,000 to 85,000 in 2024. This trend has prompted the ANJ to prioritize the fight against addiction moving forward.
A symposium scheduled for June 27 in the French Senate is set to serve as a starting point for developing a new strategy by 2026, with leading industry representatives participating in the discussions.
ANJ Chair Isabelle Falque-Pierrotin stated, "In the context of digitalization, while gambling is not considered a conventional commodity, it has become a product of daily consumption. I urge the implementation of a commitment to effectively reduce the number of addicted players. The fight against gambling addiction must be systematic, encompassing all levels."
It is worth noting that working groups in France will hold initial discussions on the regulation of online casinos.
