Two years after the opening of Rivers Casino Portsmouth, the first permanent casino in Virginia, plans are underway to construct an adjacent hotel. City Council member Bill Dodson confirmed that preparations for the project are moving forward and he intends to meet with company representatives to finalize the plans. The hotel is expected to open ahead of the Norfolk Casino, which is slated to launch in 2027.
Despite its success, the casino has not fully adhered to the original plans presented to voters before the referendum. The multi-story hotel tower that was supposed to be located north of the main entrance is notably absent. In 2021, Mike Tobin, Senior Vice President of Real Estate and Construction at Rush Street Gaming, assured the Portsmouth City Council of the hotel’s eventual opening.
Rivers Casino Portsmouth began operations in 2023, occupying over 23,000 square feet with 1,400 slot machines and 85 gaming tables. To date, the casino has contributed more than $35 million to the city’s general fund, excluding property taxes and fees from other services such as sports betting, golf simulators, bars, and restaurants.
According to a development agreement between the city and Rush Street Gaming, the complex is allowed to be built in phases. However, there are stipulations requiring the hotel’s construction to commence once gaming revenue reaches $250 million within two years. According to the Virginia Lottery, from January 2023 to February 2024, the casino generated over $260 million in gross revenue, with earnings for 2024 increasing to $286 million.
Portsmouth officials emphasize the importance of adhering to all commitments outlined in the agreement. City Manager Steven Carter stated his dedication to monitoring and ensuring compliance with all contractual conditions. Council member Vernon Tillage expressed confidence that the city council is committed to enhancing Portsmouth's position in the gaming market.
Notably, Rivers Casino Portsmouth recently celebrated welcoming its millionth visitor.
