Anton Kuchukhidze, the head of the Ukrainian Gambling Council, emphasized the strong commitment of the country's top leadership to support a phased legalization process for the gambling industry. He stated that the reform of the local gambling sector is becoming increasingly effective with each passing day.
Kuchukhidze bases his position on the mechanisms that have already been implemented. One of these, he claims, is a comprehensive crackdown on the shadow market and corrupt practices. He noted that for the first time since 2009, when authorities imposed a ban on gambling, the industry has "returned to the legal fold, delivering a significant blow to illegal operations."
Furthermore, the head of the Ukrainian Gambling Council pointed out that the legalization of gambling in Ukraine has heightened attention to the issue of social protection for citizens, children, and vulnerable groups.
"The experience from 12 years ago showed that shutting down the gambling industry proved to be an insurmountable challenge. The emergence of illegal schemes guaranteed substantial profits for their creators, but not for the state. Society was left without any protection. However, the recently adopted initiatives have provided support for children and those struggling with gambling addiction. Now, authorities have the tools to ensure operator accountability. We are now on a civilized path," Kuchukhidze stated.
He concluded his argument by discussing the financial aspects of the gambling industry's development in the country. He reiterated that Ukrainian licenses are the most expensive in Europe. According to him, the government is highly interested in attracting foreign investments and will actively support the legalization and reform of the sector.
Kuchukhidze also reminded that around ten major foreign operators, whose names are well-known, are currently awaiting a decision from the Ukrainian Gambling and Lottery Regulatory Commission regarding the issuance of local licenses.
In summary, the expert is confident that Ukraine stands to gain numerous advantages from the development of its gambling industry.
